Sarma sells trips to Irilion (C2) for 100 gold coins (or 250 if you have the Antisocial Perk).
He is located at the Docks of Seridia at [75,71]. From White Stone, enter the house at [527,51]. Go down the ladder, and you'll appear on the beach. Wade across the shallow water to the island, and enter the cave where Sarma is. After paying 100 gold coins, you will emerge on the West Isle of Port Anitora.
